Holds BBA and MBA from the American University of Beirut, and a Ph.D in Economics and Business Administration from the University of Florida, Gainsville, USA. Currently, Economic Adviser at Kuwait Fund for Arab Economic Development.

With over thirty years of work at Kuwait Fund, he gained intensive experience in the field of development. His activities included assessment of economic conditions of Arab and other developing countries, as well as participation in the appraisal of many projects in such sectors as agriculture, water and sanitation, energy, and transport, in addition to providing advice on various aspects of the Fund's development operations and policies.

His work (1983-1991) as Executive Director for the State of Kuwait at the International Fund for Agricultural Development (IFAD) deepened his insight and knowledge of issues related to agricultural development. As adviser to Executive Director at the World Bank (1992-1999), his participation in the Executive Board discussions on project documents, and policy and procedure papers, provided him with further experience in issues of international development.

Besides his regular duties at the development institutions, he served on a number of international committees appointed to review and make recommendations on policies and operations related to development assistance.

He authored and co-authored a number of published articles and papers on various development issues, including on agriculture, water economics and problems, and food security in Arab countries. He contributed to AFED Annual Reports as author , co-author and co-editor.
